Police said Antonio Campbell, 25, is charged with possession and with violation of uniform controlled dangerous substance law.
An officer working the fairground area during the Louisiana Shrimp & Petroleum Festival observed a man take an object from his pants pocket that appeared to be a cellophane bag containing suspected marijuana, show the object to a fair worker and then place it back into his pocke.
Officers detained Campbell and during questioning and investigation, a cellophane bag containing suspected marijuana was allegedly located in Campbell’s pocket as the officer had observed.
According to workers at the fairgrounds, Campbell approached the carnival worker and attempted to pay to play the carnival game with the illegal substance. When he was told they took only money, he attempted to leave before being detained. The area in which the incident occurred was within 1,000 feet of an elementary school, resulting in an additional charge on Campbell.

A Whatcom County sheriff's employee saw the man step out of his pickup truck and use a bow to launch the arrow toward the jail's second-floor recreation area, but it missed its target.
Sheriff Bill Elfo says the man, identified as 36-year-old David Wayne Jordan, was arrested for investigation of introducing contraband into the jail, resisting arrest and obstructing law enforcement.
The Bellingham Herald reports Jordan served 20 days in the jail earlier this month for assault and resisting arrest.
The sheriff says Jordan told deputies he had been aiming at a squirrel, but he couldn't explain why he needed to attach marijuana to the arrow to go squirrel hunting.

And the pot, which carried a street value of about $40,000, stayed dry.
The incident happened around 1 a.m. Monday when U.S. border agents were notified by the Saint Clair County Central Dispatch about a person swimming across the St. Clair River near Marine City. Dispatch had received a call from a citizen who spotted the swimmer.
Remote video surveillance cameras helped confirm the tip. A camera operator on Selfridge Air National Guard Base relayed to agents on the ground that the swimmer appeared to be towing a "dry bag" used by divers.
When the man in the scuba suit got out of the water near Marine City, Border Patrol agents arrested him. Then, they located a large, watertight PVC cylinder holding more than eight pounds of marijuana tied to a seawall ladder.
The swimmer has not yet been identified.

Marijuana washes ashore in Laguna Beach
Category: Odd | Posted on Thu, July, 4th 2013 by THCFinder

The cannabis was loose and in clumps and settled at the north end of the beach between rocks, sand and the tide line, Capt. Jason Kravetz wrote in an email.
The city's Marine Safety officers reported the clumps washing ashore at 1 p.m., Kravetz said.
The marijuana could have come from a smuggling boat that possibly lost its load or sank, and no other physical evidence, such as life jackets or boat pieces, were found, according to police.
Orange County Harbor Patrol and United States Border Patrol officers were still collecting and identifying marijuana Wednesday afternoon.
